An imaginary human colony on Ganymede is created by Terran politicians and entrepreneurs so that a false "massacre" will lead to massive retaliation against the peaceful natives of Ganymede. Thus Ganymede's natives will be subjugated to Terran interests. It is a scheme in which Ted Kennedy, a copywriter in an advertising agency given responsibility for the false campaign, finds himself wholly implicated. Caught between conscience and fear for his own life, Kennedy must determine where his most basic loyalties and identity lie.
